Application for a NEW Australian Passport

It is important that the application form be filled out correctly - incomplete applications cannot be processed. If you have difficulty meeting or understanding the requirements, please call the Australian Embassy or the Australian Consulate-General, Passports Section, for more information.
- Please note that whether you apply by mail (see below) or whether you are required to attend an interview your current Australian passport must be provided (unless lost or stolen). You must also send us additional documents of identity showing your current name, signature, photo and residential address. Examples of acceptable identity documents are listed on page 2 of the application form. All supporting documentation must be ORIGINAL.
- Most routine passport applications may be lodged by mail. However, you will be required to attend a personal interview for any of the following reasons:
(a) You do not hold a passport issued after 20 August 1986;
or
(b) You are applying for the first passport for your child (Please note that children are not required to attend the interview);
or
(c) You are an applicant over 18 years of age applying for your first adult (10 year) passport;
or
(d) You are applying for replacement of a lost or stolen passport;
or
(e) You are applying for replacement of an Emergency passport;
You may collect your passport in person or you may arrange to have your passport posted to you. All passports to be posted will be sent by registered mail. If everything is in order, processing of routine passport applications should take no more than ten working days. If you would like your documents returned to you before processing is completed, please enclose a stamped (registered mail) and self-addressed envelope.
PASSPORT FEES
CHILDREN
Unmarried children under the age of 18 years will be issued with individual Australian passports. Inclusion in another person's passport (e.g. parent) is not possible. Applicants are required to provide:
- The child's full Australian or International birth certificate and proof of Australian citizenship (previous Australian passport or citizenship certificate or proof of at least one parent’s Australian residency status at the child’s birth)
- The passport or identification card of the lodging parent
- Written consent, duly witnessed, of all persons having custody, guardianship or access rights.
CHANGE OF NAME AFTER MARRIAGE, DIVORCE OR DEATH OF SPOUSE
If you change your surname by marriage or revert to a previous surname because of divorce or death of a spouse, you may apply for a gratis replacement of the passport that was current at the time of the event. The replacement passport will be issued in your new surname and will have the same expiry date as the current passport. To qualify for a gratis replacement, your current passport must have more than two year’s validity remaining and you must apply within 1 year from the date the name change event took place.
NAME CHANGE DOCUMENTS
In order to support a change of name, ALL applicants must contact an Australian Registrar of Births, Deaths & Marriages (RBDM) to obtain a name change certificate. Applicants born in Australia would contact the RBDM office in Australia where their birth was registered. Applicants born outside Australia would need to contact an affiliated RBDM office, which has your closest connection with Australia i.e. where previously resided, where parents were born, or where applicant has relatives or where applicant plans to visit in Australia etc. Also with regard to applicants born outside Australia, if the Australian RBDM office confirms in writing to the applicant that they are unable to issue a name change certificate, the applicant must provide a copy of this correspondence to support their application together with an original foreign marriage certificate or name change document issued by the local overseas equivalent of RBDM.
GUARANTOR
You will need a guarantor to endorse your photograph and complete section 11 of the form. If you do not know an Australian passport holder who can meet the requirements in Section 11, page 83F, you may use someone currently employed in Germany in the following approved professional or occupational groups. This person does not have to be Australian.
? Chartered/Certified Accountants, Chartered Engineers, Bank Managers
? Judges, Barristers, Solicitors, Patent Attorneys, Clerks of Court, Bailiffs, Sheriffs
? Registered Medical Practitioners, Dentists, Pharmacists, Registered Veterinary Surgeons, Registered Nurses
? Members of Parliament, elected City, County and District Councillors
? Police Officers with at least 5 years continuous service
? Members currently serving in the regular Australian or British Defence Force with at least 5 years continuous service
? Ministers of Religion and Marriage Celebrants
? Teachers - full-time, who have been teaching for more than 5 years
? Civil Servants - full-time, who have been employed continuously for at least 5 years by their current employer
PHOTOGRAPHS
We will only accept photographs which meet the guidelines as set out on the form. Photos that do not comply with the Passport Photographic Guidelines will not be accepted. We encourage you to use a reputable photographic outlet and ensure you provide the photographer with page 4 of the notes to ensure the photographs meet our requirements. Photos taken in a photo booth or on a home digital camera will not normally be accepted.
The photograph must be taken no more than six months before lodgement of a passport application form. It must be 45-50 mm in height and 35-40 mm in width.
It must show a close up of the applicant’s head and the top of the shoulders such that the vertical size of the head (as measured from the bottom of the chin to the crown of the head) is between 32 and 36 mm.
In addition, the photograph must:
• be centred, clear and in sharp focus with no shadows;
• be of high quality, with no ink marks or creases;
• be of high resolution; and
• have appropriate brightness and contrast that show skin tones naturally.
Paper types and surfaces:
Incorrect paper types and surfaces can cause problems affecting the quality of the image printed in the passport.
Only the following paper types are acceptable for printing passport photographs:
• instant photographic standard gloss
• sublimation dye photographic standard gloss
• RA4 silver halide photographic standard gloss.
The following paper types are NOT acceptable:
• inkjet paper
• photocopy paper
• paper with heavy watermarks (light watermarks are acceptable).
The paper surface used must be ‘semi gloss’ photographic paper. The following paper surface types are NOT acceptable:
• lustre surface photographic paper
• matt surface photographic paper
• high gloss surface photographic paper.
Expression and frame:
The photograph must show the applicant alone, with no other person or object (including toys or furniture) visible. The applicant must be looking directly at the camera with:
• a neutral expression
• the mouth closed.
Style and lighting:
The photograph must show the applicant facing the camera and not looking over one shoulder (for example in portrait style photographs).The head should be upright such that an imaginary line drawn between the centres of the eyes is parallel to the top edge of the picture. The photograph must show the applicant with eyes open and clearly visible and without hair obscuring any part of the eyes. Both edges of the face must be clearly visible.
The photograph must be taken with uniform lighting, with:
• no shadows across the face or behind the head
• no reflections on the face
• no red eye
Note: DO NOT remove red eye in post production software. These photographs should be taken again. Photographers should use an appropriate flash mount above the lens, via a hot shoe mount. The flash must be angled slightly down.
Photograph background:
A uniform, light-coloured or white background must be used to provide a contrast to the face and hair. Recommended background colours are light blue, cream, beige, pale grey or white.
Head coverings:
Head coverings such as hats or caps are not permitted. If an applicant wears a head covering for religious purposes, a photograph of the applicant wearing it will be accepted provided all facial features from bottom of the chin to top of the forehead (including both edges of the applicant’s face) are clearly shown.
Glasses:
Even if applicants normally wear glasses, they do not need to wear them for a passport photograph. If they do:
• the photograph must show the eyes clearly;
• there must be no flash reflection off the glasses;
• tinted lenses are NOT permitted;
• the frames must not cover any part of the eyes;
• heavy framed glasses should be avoided if possible; and
• lighter framed glasses are preferable.
Facial ornaments:
Facial ornaments such as nose rings and studs are acceptable provided they are worn permanently by the applicant and they do not cause a reflection in the photograph.
Hair and ears:
Ears do not need to be visible in the photo. Most hair types (covering the complete frame) are acceptable providing the hair does not cover the face and the face/eyes are visible. Earrings are acceptable provided they do not obstruct the view of the edges of the face. Hair accessories are acceptable provided they do not obstruct the view of any facial feature.
